FSC COC CERTIFICATION PROCESS

FSC COC Certification is designed for company processing or selling forest products: certification of single businesses or facilities, or of multiple sites under multi-site or group certification (this could be for large companies that operate multiple sites, or smaller enterprises that choose to group together to achieve collective certification).

When ESTS issues an FSC COC certificate to a company, it provides credible guarantee that all chain of custody operations within the scope of a certificate conform to all applicable requirements of the relevant FSC normative documents at the time of ESTS evaluation. In order to provide such a guarantee, ESTS shall:

  1. analyse and describe the chain of custody operation and/or group or multisite certificate to be evaluated in terms of one or more operational sites;
  2. confirm that there is a control system in place capable of ensuring that all the applicable requirements are implemented by every operational site, including non-certified suppliers as part of controlled wood and reclaimed material verification programs and contractors as part of outsourcing agreements, within the scope of the evaluation;
  3. where applicable, carry out sampling of operational sites, non-certified suppliers, contractors, documents, management records, and interviews with personnel sufficient to verify that the control system is being implemented effectively and consistently across the whole scope of the certificate;
  4. confirm that any nonconformity is adequately addressed by the company within the established timelines.

The CERT-2018-023-V04 - Annex II. Description of FSC CoC Certification Process presents ESTS procedures concerning FSC Chain of Custody certification. These procedures are developed according to FSC certification requirements.

ESTS CERTIFICATION COST

The ESTS certification costs are devised as follows:

  • Audit costs (main audit, surveillance audit, possibly additional audit), including time for audit preparation, audit realisation and reporting;
  • Certificate Administration cost, including client service charge, certificate delivery, etc.
  • Audit travel and accommodation expenses.
 
FSC ANNUAL ADMINISTRATION FEE (AAF)

FSC charges every year an annual fee to the FSC certificate holders, and the AAF is collected by ESTS. This is expressed in US dollars and charged in local currency according to the exchange rate in effect at the time of invoicing.

The AAF for COC certificates is calculated in using 7 different classes, and it is based ON THE ANNUAL FINANCIAL TURNOVER OF ALL CERTIFIED AND NON-CERTIFIED PRODUCTS CONTAINING WOOD OR FIBER COMPONENTS (EXCLUDING FREIGHT), OF EACH CERTIFICATE HOLDER. For the purposes of this policy, the annual turnover refers to the most recently completed fiscal year.
